Bihar Skill Development Mission (BSDM)

1. What is Domain skilling?

Domain skilling is the training imparted to skill the fresh workforce entrants without any prior skill development experience through domain specific demand led skill training activity leading to employment or any outcome oriented activity that enables a participant to acquire a Skill, duly assessed and certified by an independent third party agency or an agency of national or state repute approved by competent authority, and which enables him/her to get wage/self-employment leading to increased earnings and sustained livelihood generation.

2. Who are the intended trainees / beneficiaries for Domain skilling?

Candidate in the working age group of 15-59 Years who are interested in taking domain skilling and fulfil the minimum qualification criteria of the course chosen.

3. How will the trainees / beneficiaries be registered for Domain skilling?

The trainees will be registered on the BSDM portal post mobilization through any of the following modes:

  • Self-registration by the interested Candidates
  • Candidate mobilization done by the respective departments or Government training providers (GTPs)
  • Candidates mobilized by the SDCs

The registration for beneficiaries / trainees is yet to commence. A notification on account of the beneficiary registration commencement will be published on skillmissionbihar.org in due course of time.

4. What type of courses can run under the domain skilling programme? 

QP-NOS / Bihar Board of Open Schooling Examination (BBOSE) Board / National Institute of Open Schooling (NIOS) / Indira Gandhi National Open University (IGNOU) / Any other course approved by BSDM. Initially, only the QP/NOS based courses will be offered under domain skilling programme.

5. Who will assess and certify the training?

Assessment

  • QP/NOS based courses – SSC’s appointed assessment agencies
  • Other than QP Based course – BBOSE, BSDM or any other BSDM approved organization of state / national repute.
  • Government Training Providers of National or State repute might be able to do assessments of their training post approval from BSDM.
  • For courses proposed under Industry Led domain skilling the assessment will be done by the Industry or BSDM or jointly by BSDM and the industry

Certification

  • QP/NOS based courses – Respective Sector Skill Councils (SSCs)
  • Other than QP Based course – BBOSE, BSDM or any other BSDM approved organization of state / national repute.
  • Government Training Providers of National or State repute can certify their successfully trained candidates post approval from BSDM.
  • For Industry initiated domain skilling there will be a provision of self-certification (By the Industry Player) or joint certification (Industry Player & BSDM)                           

6. Do the candidates have to pay anything to get trained?

Domain specific skilling : 10% of the total training fee (as paid to the SDC) per learner (to be paid to BSDM through the SDC operator) up to a max of INR 1000 will be taken as refundable security deposit from candidates. This shall be refunded if the candidate is successfully certified, but shall be seized if the candidate drops out or fails the assessment.

Exemption on this account may be provided for severely disadvantaged groups such as:

  • Beggars and their dependents
  • Leprosy cured and their dependents
  • Construction workers
  • HIV patients and their dependents
  • Jail Inmates
  • School Children currently enrolled and pursuing formal education.

Note: The list of applicable categories for the exemption may be revised as and when deemed required by BSDM or as directed by the State Government.

7. Is there any placement mandate?

Placement Mandate:

  • All the schemes following BSDM guidelines will have to ensure a minimum of 50 % placement including self-employment. The breakup of placement percentage for wage and self-employment can be decided by the implementing department as per the nature of the course and their target group inclinations.

8. Are there any guidelines for placement under domain skilling programmes? 

Placement Definition:

Placements to be mandatorily done in 3 months from result declaration date. Placements by definition would mean that the placed candidate has joined the offered job and is in employment for the next 3 months at least. Placements can be in the form of wage employment or self-employment.

In case of wage employment, candidates should be placed in jobs that provide wages at least equal to minimum wages prescribed by the State where the deployment is done post recruitment and such candidates should continue to be in jobs for a minimum period of three months, from the date of placement in the same or a higher level with the same or any other employer.

In case of self-employment, candidates should have been employed gainfully in livelihood enhancement occupations which are evidenced in terms of trade license or setting up of an enterprise or becoming a member of a producer group and proof of additional earnings (bank statement) or any other suitable and verifiable document as prescribed by BSDM / respective Ministry or Department.
